This is happening up and down the coast, and COASST is aware of it. I
saw 200-300 live birds on the water inside the jetty in Ocean Shores on
the evening of the 10th, and three standing around. I walked right up to
one and touched it; it didn't react and it appeared to still have body
oil to prevent hypothermia. I didn't have the courage to go back the
next day. This has happened before; it's overwhelming.
