Barb and tweeters,
I have noticed in my travels that there are many places the birds become approachable and totally ignore the public. I think caution is truly the correct word. We who know a birds body language can tell if we are getting to close. Some of the places I've been able to bird such as near Haifa, Israel, and some reserves in Costa Rica are very approachable, and and are great study's. I prefer my car for a blind when possible as most of us do. But I know not to turn around and head toward that falcon as it will have to move along.
Happy Birding. We leave Tennessee shortly. We lost my coat at the airport and due to bad roads and freezing conditions, no attempt was made to bird. All I enjoyed was a mockingbird who was feeding near the door.
