This afternoon I checked the rail road bridge + Red Lion + Marine Park +
Wintler Park and saw neither. However, there were two sightings of the
Pelagic Cormorant on the OR side near the RR bridge. Hope to go again
tomorrow.

Also, thank you for the responses on my gull.
The most common response was Glaucous-winged x Western hybrid.
So much to learn!!!
