I was lucky to see this posting when I dropped off my daughter at her house. She lives near by. I found the Wilson's phalarope in the first wetland on LA Frambois Road. You need to look through And beyond the willows in the wetland. Also picked up another FOY bird cedar waxwing just before the wetland. Also a Lazuli bunting was along the road on the left side as you enter the Wildlife Management area.
