Bud Anderson, head of Falcon Research Group, traps and tags red tailed hawks
around SeaTac to prevent them from being killed by airplanes and releases
them in the Skagit area or elsewhere. It sounds like the hawks you saw were
some of his tagged hawks that he has released. Please contact Bud at:
falconresearch at gmail.com. He'll appreciate knowing where the bird was
sighted, date, color of tag, tag number and if the tag was on left or right
wing.
