heritage? The Department of Fish and Wildlife is recruiting to fill one full
time, permanent, Listing and Recovery

Section Manager position located in the Diversity Division of the Wildlife
Program. The duty station for this

position is the Natural Resources Building, Olympia, Washington.

The duties and responsibilities of this position - conserving imperiled
wildlife- directly contributes to the

protection, restoration, and enhancement of Washington's native species. The
Diversity Division manages the

collection, compilation and evaluation of wildlife species status, threats
and distribution to make well-informed

decisions on the conservation of our natural resources. The incumbent is
responsible for evaluating research

and survey data to make management recommendations, and for conserving
nongame wildlife (animals that

are not fished or hunted). Special focus is given to the protection of
endangered and threatened species,

including listing, drafting and implementing recovery plans.

DUTIES:

Recovery Implementation Oversight. Responsible for internal staff and
external partner coordination to

accomplish recovery actions outlined in the State Wildlife Action Plan,
Recovery Plans, and shorter term action

plans.

Management of State Listing Process. Responsible for the evaluation of data
on the status of state wildlife

species and the implementation of the listing or down-/delisting process as
defined by Washington

Administrative Codes (WAC) 232-12-297, 232-12-014, and 232-12-11.

Staff Supervision and Guidance. Responsible for the direct supervision of up
to 6 personnel, and for assisting

in work planning for regional WDFW staff throughout the State of Washington.

Liaison to USFWS, Councils, and Committees. Serves as a major contact person
for the US Fish and Wildlife

Service and advisor to the Diversity Division Manager regarding federal
listing actions and development of ESA

permits and programs. May represent WDFW on committees and panels discussing
protected and listed

species in Washington, including state and federal recovery plan teams and
state involvement in the

development of federal land-owner incentive programs.

Division/Section Administration. Responsible for all administration of the
Division's Listing and Recovery

Section, including budget/contract administration and project management.
Works with Division Manager and

other Section Managers to create, support, and implement Division Visioning
and Wildlife Program Conservation

Initiatives both within the Department and through interactions with
external partners.



Development of Recovery Plans and Action Plans for State Listed Species.
Responsible for the prioritization

and development of State Recovery Plans in accordance with WAC 232-12-297
and for shorter term planning

to accomplish Recovery Plan objectives.

QUALIFICATIONS:

A Bachelor's degree with major study in wildlife science, wildlife
management or conservation.

Three years of professional experience in wildlife conservation or
management. (Additional professional

experience may substitute for the degree on a year-for-year basis.)

Ability to evaluate and draw conclusions from data; support recommendations
with facts and analysis;

interpret and apply rules, laws, policies and procedures.

Ability to convey complex ideas and facts orally and in writing using
language the audience will best

understand.

Ability to partner with constituents/clients to identify and resolve complex
or sensitive issues.

Ability to develop positive, productive, respectful working relationships
with clients and co-workers.

A valid Washington or other State Driver's License (or an ability to obtain
one).

Preferred Qualifications

A Master's degree in wildlife science, wildlife management or conservation
or closely related field will

substitute for one year of the required experience. And five (5) years of
professional experience in biodiversity

conservation.

A Ph.D. degree will substitute for two years of the required experience
provided the field of major study was

in wildlife management or conservation or closely related field.

The best qualified applicants will have experience and training that
demonstrate knowledge,

skills, and abilities in the following areas:

Direct experience with diversity species research or management.

Ability to effectively organize multiple assignments, sometimes of a complex
nature or involving

competing priorities, to produce work products that are accurate, thorough,
and on time.

Experience coordinating and leading small groups, creating a cooperative and
productive environment in

which to resolve problems or develop and implement plans.

Ability to use data and information with a clear and rational thought
process to assess and understand

issues, evaluate options, form accurate conclusions, and make decisions.

Ability to integrate various ideas, intentions, and information to form
effective goals, objectives, timelines,

action plans, and solutions.

Leadership competencies including interpersonal skills, emotional
intelligence, ability to lead change,

ability to produce results, and the ability to build coalitions.

Knowledge of wildlife population relationships and ecology.

Knowledge of applicable state, federal, and local environmental regulations
and policies.

SUPPLEMENTAL INFORMATION:

Working Conditions

Work is performed primarily in an office environment, with exposure to
hazards mostly limited to those

commonly found in government office environments. Time may be spent outdoors
examining habitats and while

engaged in conservation activities on the ground. Must be willing to work in
inclement weather, over difficult

terrain, including slippery rocks, steep banks, and sticky mud and have a
willingness to perform in a safe and

efficient manner. Standard business hours are Monday - Friday from 8 a.m. to
5 p.m., but the incumbent must

be willing to work non-scheduled work week. Local or regional travel is
required to meet with regional staff or

partners, attend committee meetings, visit field projects, conduct general
business, or attend or provide

training.
