Hi Chris -
For rarities that have been reviewed by the Washington Bird Records Committee, go to:
http://wos.org/records/votingsummary/

On that page, you can download the excel file of all the reports reviewed by the WBRC. Using excel, you can filter on the 'county' column for any reports that 'contain' Pierce Co.
That will give you the Pierce Co birds reviewed and accepted by the WBRC. It also includes info on where details about the sighting were published in official WBRC articles.

You won't find info on all the county-level rarities that way -- some locally rare birds are not state review species, and some sightings may not have been submitted for review. Looking at your list, you'll find info on the spreadsheet for Bar-tailed Godwit & White-winged Dove, but not Garganey.

If I were looking beyond the WBRC records for something like this, I'd settle in for a long search through the WOS news archives and the Field Notes columns - you can do text searches there, and i'd probably just work through all the listings in there that mention Garganey, for example

If you have other specific requests of birds listed that you can't find on eBird or the WBRC files, send them along - Ken & Laurie Knittle keep a big file that includes some of this info, and I can help see what we can find.
