>From a quick search, these are more common in captivity than you might
expect. That seems like the most likely source, though I don't see any
bands or other tags in the photos, which I'd expect on most (but not
all) captive birds.

One other possibility: if there's shipping traffic between Vancouver and
this bird's native range, it's possible that it could have hopped a ride.
For example, there are a number of eBird reports from a park not far from
the port area of Buenos Aires. These birds have varied diets, and one might
be able to survive for an extended time on a ship.

However it got where it is, it's exceedingly unlikely that one would get to
the Pacific Northwest without human assistance of some kind. It would
still be cool to see, though!
