It would be a violation of MBTA. Your best bet would be to report it to
WDFW or USFWS (FWS actually has legal authority over MBTA) as opposed to
the Sheriff. Unfortunately there's probably little chance of prosecution.

When homeowners express hostility toward birders, no matter how
wrong-headed, I always feel like my desire to see a bird should be trumped
by my desire for the bird not to become a victim of disgruntled
landowners. It really is a sad day for everyone if the hawk owl was
actually shot.
