I'd recommend calling the State poaching hotline (1-877-933-9847) since
killing protected wildlife is a violation of state law as well as federal
law and the state is considerably better staffed with enforcement offices
than the U.S Fish and Wildlife Service.



If the guy did what it sounds like he did, I hope he experiences prolonged
and severe distress from some enforcement proceedings.
