I think I might have figured out the identity of this previously reported raptor today.
On Frager Rd South this morning, I saw a hawk high in a tree that at first glance also seemed to have a large reddish patch on?each shoulder.?When I looked through binoculars, a realized it was a Red-tailed Hawk that had a largish round orange tag on each wing.?On today's bird the tag on the left wing had "E4" on it.?
I think this is almost certainly what I saw on?SR-520 in Redmond in December -?either the same bird or one with similar wing tags.
Does anyone know who tags Red-tailed Hawks in this manner?

This morning on the way to work, I saw for the second time this week a Buteo hawk perched on a light pole in the median of SR-520, about .25-.5 mile west of the 148th Ave NE exit in Redmond, that had a field mark I'm not used to seeing on a Red-tailed Hawk.
It's hard to look at a bird and also drive in traffic at 60mph, but both times I saw what appeared to be a large conspicuous red patch on the bird's shoulder. I didn't get any more field marks either time.
