Hi tweets
Best time to see them is when the tide is around 8 feet incoming. Today ~ 3:00 pm.
They really disperse at lower tides . Not even in the bay.(which I can scope from our house at the east end of the bay).
***Use DAIRIKI tide guide , Everett tide very close to Tulalip bay. Time wise.

I will check again today with update
Hope that helps. You can scope from the marina on the north side or mission beach road on the south side of the bay.
