There is nothing in Chapter 77.15 RCW - FISH AND WILDLIFE ENFORCEMENT CODE about this.

I rather doubt the feeding of birds is a Federal issue :-)

So, AFAICT, there is no prohibition on feeding crows or other birds in public places (parks and water reservoirs may prohibit feeding ducks but you weren't in a park or at a reservoir).

I even think I've heard John Marzluff talk about this (feeding crows in urban areas has little impact on their population as they're not food limited in urban areas ... there is already plenty of discarded food that they make use of).

As Rick says when anyone says something "about the law" get the to cite that law ignore them. The info is just a smartphone and a browser search away ....
