Hi Scott,
Thanks for posting your photos of this bird. In my opinion, there are
two juvenile Pectoral Sandpipers in your photos, and no Ruff. On both
of these birds, the fine, dense streaking on the upper breast and side
of the face is a good fit for Pectoral Sandpiper, and really no other
shorebird species I can think of. Neither of these birds presents the
unique small-headed, lanky shape of a Ruff, either.
