a government shutdown literally means there is no legal authority to pay
any Federal employees and a particular law prohibits any person from
providing services to the Federal government with the prospect of future
payment -- a separate law authorizes the President to declare certain
Federal employees "critical" and require them to work with the hope of
future remuneration -- this covers the military, Federal law enforcement
(sworn officers primarily), air traffic control, and key personnel
primarily in the national security agencies. In effect its illegal for
Park or Forest Service personnel even to open the gates, plus the fact that
there's no one to take care of the place.

Having said all that, my reading of the various news reports plus my 30
years Federal service in DC leads me to speculate that a deal will be
struck by late Thursday (both sides gotta take it to the end or look
wishy-washy).
