Photos look like a Mew to me. How did you get black legs?

Hello,

Can some one please help me with identifying this Gull.
I went to Alki beach today to locate the mountain chickadee reported by Carol. Could not find it.
There was one gull that looked much different from others. It definitely had black legs.
Size looked smaller than a gull.
