I too have seen the mink at Dickman Mill Park on the Tacoma waterfront. I saw it just as you described on March 24 and also got some photographs of it - just with my phone, it was that close! There is a little wetland area adjacent and apparently is just enough for the little gal or guy. They are actually pretty common in the area, they are just usually more nocturnal and not as conditioned to people as this one apparently is! What a treat to see :-)
