Subject: [Tweeters] Lack of Swallows

I wonder if there is not another factor than a decline in insects contributing to the reduction in Barn and Cliff Swallows in the area. Under the GW Bush administration, rules on "taking" bird nests were changed to allow nests to be removed during the non-nesting seasons. I wonder if this has lead to building owners and WADOT, etc., feeling much freer to get rid of swallow nests and rig devices to discourage/prevent the building of new nests. Swallows may not be nesting near Seattle because there are no longer nest sites available.
