While Band-tails may be around in the winter, they're present in Washington
in much smaller numbers than they are spring through fall. Those that are
here through the winter tend to concentrate at feeders; during the rest of
the year, they're spread out in habitat where they're more likely to be
encountered in small numbers. If you have feeders where you see them in
the winter, they might seem like permanent residents. But if you don't
happen to have a wintering concentration nearby, your chances of finding
them in winter are relatively low.

The eBird range maps show this seasonal change in abundance pretty well.
