The fish appears to be a flounder or sand-dab of some kind. Hard to say for sure, since there's not much of it left. It's a bottom-dweller, though - note both eyes on one side of head, dark upper and light lower surfaces in photos. Fairly common in inland waters with sandy bottoms, such as Semiahmoo Bay or Drayton Harbor, where this eagle likely caught it.
