Thanks to the excellent directions from Eric Horvath posted by Larry Schwitters, Karen and I had the privilege of viewing the Black Swift chick located at Lennox Ridge Falls near Skykomish, WA. It is highly advisable to bring a scope. Also, the road is narrow so proceed up the road a little from the viewing spot and you will find a better spot to turn around.
