The WA bird could even be this one from late last fall near san francisco.

There was a discussion of this species on OBOL a month or so ago.
It is hard to identify but should definitely be looked for in Oregon.
eBird shows 3 west coast records, none in Oregon.
One is currently a point Reyes just north of San Francisco.
