A Brambling came to a feeder in Woodburn, Oregon, in January 2012, and lingered to be seen by many. An earlier (or the same?) bird was seen in the Scappoose, Oregon, vicinity on Nov. 25, 2011 - so no, a Brambling in Ocean Shores isn't out of the question.
