I have a non-birding friend living in Fre-lard(6th Ave and 45th St NW,
Seattle). At night he hears what he describes as "reminds me of the warble
of 1990s office phone ringers". He also says it's most similar to Cornell's
Eastern Screech-Owl sample. The most likely to me would be a Barred Owl,
but those samples didn't sound right to him. Ebird does have sightings of
Western Screech-Owls in town. Anyway, he's going to try to get a
recording.

Any ideas, Tweets? I know, it's 3rd hand.
