If you look at the Snohomish County website for Spencer Island (hopefully the link will work) there is a "Spencer Island Map" link on that page.  On the map, you will see where the boundary is between Snohomish County and WDFW ownership.  The bird is just past the WDFW line (there is a sign on the trail).  Once you see the WDFW signs, listen for this very loud bird.  It is generally on the west side of the trail.  You may notice areas of trampled vegetation on the side of the trail where people have been standing to get views of the bird.
