This is absolutely a Wagtail. Their identification as to species is a
little complicated.
The article posted by Ian Paulsen is a useful introduction but without a
date. I looked up the date, 1998!

A lot of lumping/splitting has gone on since then, look for more recent
work.
The Citrine/White Wagtail internet identification is a good place to start.
