Roger, the parking lot is closed, but many people are visiting, parking at the entrance to the parking lot or in front of the other trail that leads from the road. Or even across the road from that, where there is a limited pullout. We have been there three times and ran into other birders each time. It doesn't seem that there is any particular enforcement to prevent you from going to the shore.
