I think what you want to know is what tide reporting station to use. There
are a number of tide reporting stations between Hope Island and Oak Harbor,
and even up at La Conner, but I think the best one for Fir Island, though
the times will vary depending on which side of the island one is on, and
they won't be exact in any case, would be Goat Island, here is a link to

Starting with those data, I think some personal observations might help to
give you a better idea of the various points around Fir Island that you are
interested in. I think they are probably based on historical data for Goat
Island, and maybe filling in with some extrapolation, but don't really
know. In any case it should get you a bit closer to the times you want to
be birding at.
