This could be a goshawk.

There are a couple of things making me lean more towards Cooper's hawk, however. The goshawks I have seen give the impression of being wider at the hips and base of the tail than im seeing in this bird. The barring on the tail also looks a little thick for a goshawk to me. The tail looks a little long as well.

It does look like a fairly heavy and heavily marked accipiter. So I'm not going to say one way or the other for certain.
