Thanks to everyone who responded to my question. Scott Ramos already posted
the short answer, which is that eBird has removed the Summarize My
Observations tool and won't replace it until sometime in 2021.

Ryan Merrill found an app by Kent Fiala, who I think lives in North
Carolina, that compiles multiple eBird checklists into a spreadsheet:

This app worked really well for me. You give it a list of checklists and it
produces a spreadsheet that shows the details of each checklist and then
species totals across all checklists. For my purposes this worked better
than the eBird tool and I recommend it.
