Probably Type 4 Red Crossbill, an alternative call to the typical kip-kip
flight call. Compare with
https://www.xeno-canto.org/159474. The list of
medium-sized songbirds to perch on top of a tree in the PNW is pretty small
-- robin, crossbill, Purple Finch, ... not many others.
