If your aim is to observe nesting Cooper's Hawks, may I recommend Miller Park on Capitol Hill (19th & Thomas). Best seen from inside the tennis court. The birds are indifferent to human activity. You can get great close-up views and photos.

Some of the Magnuson nests are low and close to trails and would be less tolerant of humans.
