The sandhill crane festival is timed to coincide with the arrival of the cranes. I suggest going the week after, though you won’t have access to private lands where the cranes may be feeding.
IMHO I would skip that and head across the border to Reifel, where they are found year round and are a bit habituated to people. You’ll have to drive around the Othello area to find the cranes, similar to driving around the Skagit for snow geese, and finding them will be hit and miss.

they can usually be seen at reifel, just across the border, even in winter... i've photographed several in mid-february, and sometimes find it difficult to shoot with my normal big-ass lens because they are unperturbed by the local bipeds...
