At 10 am on 5/27 I observed a Red-tailed hawk standing on the side of the road heading into La Connor from Hwy 20. It had two distinctive blue patches on its wings. Steve Hampton tells someone, he knows not who, is making hawks with patagial bands and that I should report it here and to the bird banding lab, but I’m not familiar with this outfit.
